For the first time in six years, the cost of commercial insurance did not increase in 2025. The value of the Acturis Commercial Broking Index, which represents a typical broker’s book of business, finished 2025 at almost exactly the same value as 2024.
In recent years, each constituent class of business in the index experienced increases in premium. This year, there were only increases in fleet and packages premiums. These increases were offset by reductions in commercial combined, and commercial liability premiums, while property owners premiums remained at the same level as 2024.
Quarterly comparisons in each class of business all display the same trend, with movements becoming progressively less positive throughout the year. If these trends continue this suggests that commercial premiums will decrease across most lines of business in 2026.
